São Paulo’s state lottery, Dá Sorte, has started offering instant games through “dassorteloteria.bet” since July 1, using an Android-only app with Pix payments. The government said the operation remains in testing, although users can already wager.

The SP Loterias Consortium, comprising U.S.-based Scientific Games and Brightstar Lottery, IGT’s lottery division, paid R$526 million ($105.2 million) for a 15-year concession. The amount was 102% above the R$260.7 million ($52.14 million) minimum, while required investment totals R$333 million ($66.6 million).

São Paulo expects R$3.4 billion ($680 million) over the contract through a 35% levy on net revenue after prizes, award taxes and social security contributions. Proceeds will support hospital tenders in Itapetininga and Birigui, consistent with federal rules directing betting revenue toward combating social vulnerability.

Dá Sorte said its products were certified by regulator ARSESP (São Paulo State Public Services Regulatory Agency). Casino-style online games are classified as instant lotteries, and the platform “offers, on average, a 60% return to players.”

After Folha de S.Paulo reported on the launch, ARSESP questioned the use of “.bet” because betting is excluded from the concession. 

“We have established guidelines for responsible gaming, protection of children and adolescents, and communication compatible with the public nature of the operation, differentiating the São Paulo lottery from private betting platforms known as bets,“ the agency stated in a note.

ARSESP also stated that “the contract prohibits modalities not regulated by law, such as bingo, casinos, slot machines, and the jogo do bicho (illegal lottery).”

Registration requires facial recognition and documents, with one account per user. Games are restricted to people in São Paulo, and VPN use to bypass geolocation may cause account blocking. Minors are barred, and physical outlets must be at least 300 meters from daycare centers and elementary schools.

Users may set daily, weekly, or monthly wagering limits. State rules, however, do not require time limits or federal-style advertising restrictions, including responsible gambling warnings and bans on promises of quick wins.

Dá Sorte may operate 31 physical locations and plans Keno machines at partner venues from November. Its first store is expected by March 2027.

Throughout the implementation of the concession, new products will be incorporated, such as numerical lotteries and in-person games with draws, in addition to the gradual expansion of the physical network until reaching 31 own stores and more than 11 points of sale throughout the state,” the company said.

The consortium finished second in the November 1, 2024 auction. Winner Aposta Vencedora, led by former Bolsonaro government lottery official Alexandre Manoel da Silva, offered R$600 million ($120 million) but failed to pay despite two extensions. It was disqualified on May 7, 2025.
