Brazil’s Ministry of Sport has released a new manual setting out guidance for preventing, monitoring, and combating the manipulation of sports results, as authorities seek to strengthen integrity controls across the country’s sports and betting ecosystem.

The Manual for Prevention and Combating the Manipulation of Sports Results was made available through the National Secretariat for Sports Betting and Economic Development of Sport. It brings together concepts, directives, guidelines, and integrity instruments intended to support the protection of sports competitions in Brazil.

The publication comes amid the expansion of Brazil’s regulated sports betting market and outlines the roles of institutions and stakeholders involved in safeguarding the competitive environment. It addresses the responsibilities of sports federations, betting operators, public bodies, monitoring companies, and sports integrity organizations, while emphasizing the need for cooperation among them.

The manual represents another step in consolidating public policies aimed at sports integrity and protecting the competitive environment, especially in light of the expansion of the regulated sports betting market in the country,” stated the National Secretary for Sports Betting and Economic Development of Sport, Giovanni Rocco.

The manual was prepared by an Interinstitutional Working Group established to strengthen measures against match-fixing in sports. The group included representatives from the Ministry of Sport, the Ministry of Justice and Public Security, the Ministry of Finance, national bodies, and international entities linked to sports integrity.

Its content covers fundamental concepts related to match-fixing, common forms of fraud, suspicious betting patterns, investigation mechanisms, preventative monitoring, alert systems, reporting channels, codes of ethics, and education and training for athletes, referees, and officials. The ministry said the document combines accessible language with technical information.

Combating match-fixing requires integrated action, ongoing prevention, and commitment from everyone involved in sports. This manual is an important tool to guide institutions, protect athletes, and strengthen the credibility of Brazilian sporting competitions,” stated the Minister of Sport, Paulo Henrique Cordeiro.

The Brazilian government is also working to protect Brazilian families and ensure that this betting ecosystem operates responsibly, transparently, and with protection for society.” 

The manual is one of the outcomes of the National Meetings to Combat the Manipulation of Sports Results, promoted by the Interministerial Group responsible for coordinating measures to reinforce integrity in Brazilian sports.

The meetings brought together experts, public authorities, sports entities, betting operators, and international organizations to discuss ways to prevent and confront sports fraud.

According to the ministry, the material also reinforces Brazil’s alignment with international best practices in tackling match-fixing, while supporting legal certainty, institutional trust, and protection for athletes, clubs, fans, competitions, and the wider sports sector.
