The California Department of Justice has approved new gaming regulations that eliminate traditional blackjack at cardrooms and tighten rules governing player-dealer roles.
Under the regulations, cardrooms may offer only a modified version of blackjack in which players cannot exceed a point total or play to 21. The DOJ also requires player-dealer roles to rotate among at least two players every 40 minutes. If no player accepts the role, the table must shut down.
Cardroom operators say the changes could reduce revenue by as much as 50% and are exploring legal options before the rules take effect April 1. Compliance plans are due by May 31.
California tribes, including the Shingle Springs Band of Miwok Indians, support the regulations, arguing they bring cardrooms into better compliance with voter-approved gaming laws that grant tribes exclusive rights to offer banked games.
The DOJ said it held public hearings and reviewed more than 1,600 public comments before adopting the rules without changes.
