California in Shock After New Casino Rules Trigger Mass Closures

California’s casino industry is in chaos — and 32,000 jobs are on the line.
In this video, we break down the mass exodus happening right now in California’s gaming industry. Assembly Bill 831, signed October 11, 2025, banned all sweepstakes casinos effective January 1, 2026. The result? Over 30 platforms fleeing the state. Stake.us exits December 30. Chumba Casino, LuckyLand Slots, and WOW Vegas exit December 31. Pulsz exits December 15. High 5 Casino already left in September. California represented approximately 20% of the entire U.S. sweepstakes casino market — now gone overnight.

We examine the proposed Bureau of Gambling Control regulations that industry leaders say would be “fatal” for California’s 72 card rooms. The regulations would ban the “bust” feature in blackjack-style games, prohibit target numbers of 21, and require player-dealer rotation every 40 minutes. Kyle Kirkland, President of the California Gaming Association, said: “If we can’t offer the table games, that’s 50% of our revenue… this proposal would be fatal for card rooms.”

We dive into the official government study by Berkeley Economic Advising and Research projecting $396-464 million in annual card room revenue losses and $198-232 million in gains for tribal casinos. The study projects 311-364 job losses per year, adding up to approximately 3,600 jobs over a decade — though industry groups estimate up to 8,000 jobs at risk.

We cover the cities facing potential bankruptcy. Hawaiian Gardens receives 78% of its city budget ($13.5 million annually) from The Gardens Casino. Mayor Dandy de Paula said the regulations could “potentially bankrupt our city.” Commerce gets ~50% from Commerce Casino (the world’s largest card room with 240+ tables). Bell Gardens gets 40-50% from Bicycle Casino. San Jose receives $30 million annually — “enough to fund 150 police officers or 133 firefighters.”

Plus: The tribal lawsuit filed January 2, 2025, against ~100 card rooms that was dismissed October 10, 2025 by Judge Lauri Damrell (tribes appealing), the Mechoopda Casino closure after just 11 months, and the $9.1 million The Gardens Casino spent on lobbying in 2023 (second only to Chevron in California).
