Latin America rewards operators who approach it with discipline: understanding nuances between markets and investing for the long-term

Brazil remains largely the main focus in Latin America’s online gaming sector, but other markets are becoming harder to ignore. Colombia, Peru, and Argentina are already forcing operators to think beyond market entry, while Chile, Mexico, Ecuador, and Bolivia are drawing attention for different regulatory and commercial reasons.

The region is also becoming more demanding. Operators are facing higher competition, tighter rules, and more pressure to manage costs, improve retention, and adapt products to local player behavior. 

In this interview, Yogonet spoke with Karina Moral, Senior Business Development Manager of LatAm markets at Zenith, about market maturity beyond Brazil, the commercial changes taking place in established jurisdictions, the countries showing early potential, and what operators need to get right as the region develops.

Brazil dominates the conversation, but where are you seeing the most meaningful signs of maturity across Latin America right now?

While Brazil still commands most of the world’s attention, some of the clearest signs of maturity are coming from markets that have already moved past the initial growth phase. Colombia, for example, continues to demonstrate what a stable, functioning regulatory model looks like in practice, while Peru is beginning to show more structured behaviour as operators adapt to its regulated environment.

What stands out across these markets is not rapid growth, but a shift in how operators are thinking. There is less focus on entering quickly and more emphasis on building sustainable operations, refining portfolios, and improving retention. That change in mindset is a strong indicator that these markets are moving into a more mature phase, where execution matters more than presence.

Markets like Colombia, Argentina, and Peru have been established for some time. How are they evolving commercially as competition increases and regulation tightens?

As competition increases and regulation begins to take shape, these markets are becoming more commercially disciplined. Operators are under greater pressure to justify costs, optimise performance, and move away from acquisition-heavy strategies that do not translate into long-term value. Growth is no longer driven by scale alone, but by how effectively operators manage costs, curate content and build an experience that retains players over time. 

In Colombia, this is already visible in how operators manage portfolios and marketing spend, while in Peru, the transition into a regulated environment is pushing operators to rethink how they structure their offering from the outset. Argentina remains more complex due to its provincial model, but even there, operators are becoming more selective and strategic in how they approach each region.

What we are seeing more consistently is a shift towards efficiency at both a technical and commercial level. Which markets are currently moving in the right direction from a regulatory or commercial standpoint, even if they are not getting much attention yet?

There are several markets that are quietly moving in the right direction, even if they are not dominating industry headlines. Chile is one of the most closely watched, with regulatory progress continuing and strong underlying demand driven by its established land-based culture.

Mexico also remains an important market, not because of immediate regulatory change but because of its long-term potential. The population is already highly engaged with land-based gaming, with a strong culture around retail casinos. The challenge for operators will be converting these players to online and recreating the social aspect that is such a core part of the land-based experience.

At the same time, smaller markets such as Ecuador and Bolivia are beginning to take shape and attract early interest from operators. While there is still some uncertainty, these markets are showing promising signs of development. For operators willing to take a more measured approach, they offer opportunities that are not yet as saturated or as heavily contested. 

Where do you see the most genuine untapped potential across Latin America over the next 12–18 months?

Untapped potential in Latin America encompasses both new markets and approaching the existing ones differently. Markets with strong land-based heritage, such as Chile and parts of Central America, still present a significant opportunity when it comes to converting players into digital environments.

This often requires operators to rethink how they build their product, from onboarding and user experience to content selection and engagement strategies. Players coming from retail environments often look for familiarity, clarity, and trust, which means the portfolio and overall experience need to reflect that.

From Zenith’s perspective, having a core team based in Latin America makes a meaningful difference here. Being close to the market allows for a deeper understanding of player behaviour and expectations, which in turn helps operators shape experiences that resonate locally and support stronger retention over time.

Operators who rely on global strategies without adapting to local behaviour will continue to face challenges, particularly as competition increases and regulation tightens.
