The Ohio Casino Control Commission lost its longtime executive director this week as the regulator announced his retirement after more than a decade of service.

Matt Schuler, executive director of the Ohio Casino Control Commission, announced his retirement during the Wednesday, May 20 commission meeting. Schuler has served as the executive director of the commission since 2011.

“It has been the honor of my life, serving the people of Ohio and especially these last 15 years with the OCCC,” Schuler said. “I am immensely proud of what the team has built and incredibly grateful to the Commissioners for their guidance and support over the last decade and a half.”

Oversaw Commission During Major Transitions

Schuler oversaw the Ohio Casino Control Commission through several major transitory periods, helping Ohio usher itself into a new sports betting market after the 2018 repeal of PASPA and creating a regulatory framework that has led the state to have one of the most economically viable markets in the country.

Since launching its sports betting market in January 2023, Ohio has seen hundreds of millions of dollars in tax revenue pour in from its licensed online and brick-and-mortar sports betting operators.

He most recently guided the commission move through Ohio’s fight against prediction markets and sports event contracts. The commission was one of the first regulatory bodies to send cease-and-desist notices to prediction market operators for alleged illegal sports betting, which has led to several lawsuits and a $5 million fine against Kalshi.

“At the Commission he led with integrity and worked closely with his staff, to ensure all were working diligently toward the goals of the Commission.  That main goal is, and always will be, investigating, enforcing and improving the laws that were set by the General Assembly,” the Ohio Casino Control Commission noted in his retirement press release.

Interim Director Announced

During the same meeting in which Schuler retired, the Ohio Casino Control Commission appointed its interim executive director. The commission officially appointed Andromeda Morrison as its interim director, effective June 1.

Morrison has worked in a number of roles for the commission, most recently as deputy executive director and general counsel.

“Andromeda leads with the same grace and integrity that Matt did. Her stepping into the role will be a seamless transition for the entire staff at the OCCC,” the commission noted in a release.
