The New South Wales Independent Casino Commission (NICC) has fined The Star Entertainment‘s Sydney casino A$10 million ($7.18 million) for systemic failures related to historical financial crime and responsible gambling risks, adding to the embattled operator’s regulatory challenges.

The regulator said on Monday it has also issued an enforceable undertaking requiring The Star Sydney to set aside a further A$5 million to strengthen technology used in its financial crime risk management operations.

The penalties come as The Star Sydney’s casino licence remains suspended and the property continues to operate under an NICC-appointed manager while the company works to address compliance deficiencies.

According to the NICC, Liquor and Gaming NSW investigated thousands of breaches at The Star Sydney that occurred between December 2018 and September 2025. The breaches involved failures in financial crime risk management and responsible gambling controls that left customers vulnerable to gambling harm and the casino exposed to potential criminal infiltration.

Many of the breaches were identified through the casino’s remediation program and subsequent investigations, while some were self-reported by The Star, the NICC added.

NICC Chief Commissioner Philip Crawford said some of the breaches occurred before the implementation of more systematic remediation measures and technology upgrades.

Imposing these fines along with the enforceable undertaking reiterates the seriousness with which the NICC considers any breaches that leave customers vulnerable to gambling harm or casinos vulnerable to criminal infiltration,” Crawford said.

The enforcement action marks another setback for The Star as it seeks to regain its Sydney casino licence. In a separate filing, The Star said the regulator has allowed the company to pay the penalties progressively through June 30, 2027.

We will continue to engage constructively with the NICC in respect of The Star Sydney as we work through our remediation program,” Chief Executive Officer Bruce Mathieson Jr said.

The ability to spread the payments over time may ease some immediate financial pressure on the casino operator, which recently reported a third-quarter loss due to seasonal weakness and lower table-games revenue.
